I've seen many abandoned and destroyed bases near spawn and other regoins, maybe a cleaning service for the destroyed ones and a claiming program for those who were abandoned but in good condition?

Yep, it could be a good idea, giving the place a fresh slate to work on instead of broken and unfinished bases.
